Construction Manager – Fort Vermilion Flood Recovery Project
Boreal Housing is seeking a Construction Manager to oversee and complete the outstanding work associated with the relocation and recovery of housing units impacted by flooding in Fort Vermilion.
Position Overview
The successful candidate will be responsible for managing the completion of all remaining construction activities related to the project. This position reports directly to the Chief Administrative Officer (CAO) and requires demonstrated leadership in construction management, procurement, and project delivery.
Contract Term
- Start Date: May 1
- Contract concludes upon completion of the work
- Maximum contract end date: November 30, 2026
Key Responsibilities
- Identify, define, and prioritize the remaining scope of work required to bring the project to completion.
- Manage and oversee all outstanding construction work for relocated housing units.
- Lead tendering and procurement processes, including preparation of bid documents and coordination of contractor selection.
- Oversee contractors and consultants to ensure work is completed on schedule, within budget, and in compliance with applicable codes, standards, and regulations.
- Provide regular progress reports and updates to the CAO.
- Ensure quality control, workplace safety, and regulatory compliance throughout construction activities.
- Coordinate with internal staff, external agencies, and community stakeholders as required.
- Manage project schedules, budgets, and risk mitigation strategies.
- Support final inspections, deficiency resolution, and project close-out activities.
Qualifications & Skills
- Proven experience in construction or project management, preferably within housing, municipal, or disaster-recovery environments.
- Strong knowledge of tendering processes, contract administration, and construction standards.
- Excellent organizational, communication, and reporting skills.
- Demonstrated ability to manage multiple contractors and concurrent workstreams.
- Experience working with senior leadership and reporting to executive-level roles.
- Familiarity with flood recovery, relocation projects, or emergency response reconstruction is an asset.
Reporting Relationship
- Reports directly to the CAO
- Acts as the primary point of contact for construction completion and contractor coordination.
